Know the customer

Validate business identity, ownership, contacts, online presence, use case, customer base, expected traffic, and supporting documents before enablement.

Know the traffic

Document origin, purpose, consent basis, volume, CPS, concurrency, expected durations, answer profile, seasonality, and growth expectations.

Protect the consumer

Require direct named-sender consent where applicable; reject purchased or transferred consent; check DNC and suppression before contact; and honor STOP, do-not-call, and reasonable revocation immediately.

Investigate & cooperate

Monitor anomalies, preserve appropriate records, restrict suspicious traffic, respond to carrier inquiries, and cooperate with valid traceback requests.

Voice program review

Traffic controls start before the first call.

The proposed Bandwidth baseline is live-agent voice. Prerecorded, AI-generated, and text-to-speech traffic is excluded. Predictive dialing is disabled by default and requires separate written approval.

Current ASR context: Skybridge management attributes the low aggregate percentage primarily to Verizon-destination attempts that are intentionally not routed but remain counted in the attempt denominator. A destination-carrier and disposition export is required to quantify and validate this explanation.

Messaging review

Proposed Bandwidth messaging remains disabled at zero volume until the specific brand, campaign, live opt-in, disclosure, samples, forecast, registration, STOP/HELP handling, and carrier approval are documented. Personal-loan and other high-risk financial lead-generation messaging is excluded.

Fraud & security

Credential controls, least-privilege access, traffic alerts, route restrictions, incident escalation, and documented response procedures.

Recordkeeping

Customer diligence, program approvals, consent evidence, traffic records, opt-outs, investigations, and relevant carrier or regulator correspondence.

Evidence before activation

A policy statement is not a control record.

Consent sample

Live page or recording, exact disclosure version, named sender, affirmative action, timestamp, time zone, source URL, IP or session data, telephone number, campaign, and delivery history.

Suppression sample

Pre-contact DNC and customer-specific suppression result, opt-out event, propagation record, reviewer, time, and affected systems.

Traffic sample

Customer, campaign, source, dialer mode, initial attempt or retry, geography, caller ID, duration, disposition, complaint, and incident linkage.

Stop authority

Missing consent, unauthorized identity, abnormal retry or short-call behavior, complaint spikes, carrier blocks, or tracebacks can immediately pause a customer, campaign, DID, credential, source, or route.
