Program boundary

High-risk and transferable-consent traffic is outside the proposed Bandwidth scope.

Personal-loan lead generation, other high-risk financial-services messaging, purchased-list messaging, affiliate lead distribution, and any program that relies on consent captured for another sender are not accepted for the proposed Bandwidth program.
